The rapid evolution of agribusiness, population growth and the expansion of industrial activities have led to an increase in demand for water and environmental degradation in Mato Grosso. In this context, the State Policy on Water Resources (PERH) emerges, with the objective of promoting participatory management, but it is observed that socio-environmental problems continue and this may demonstrate the existence of operational flaws in that policy. Thus, in order to understand the challenges involved in implementing the PERH, the present study was carried out. Therefore, the research used the case study methodology, with documental and bibliographic analysis. This study was able to provide answers to questions about failures in PERH's operational processes.
