Abstract

Purpose: This article seeks to map how open government data (OGD) can support service innovation.

Design/methodology/approach: To do so, a qualitative study was carried out, in which the researchers collected information from Brazilian specialists. The research was divided into two phases. Firstly, specialists were consulted regarding how OGD should be generated and disseminated in order to support innovation. Secondly, information from OGD-based projects was collected to obtain insights into how new ideas or solutions to problems were implemented.

Findings: The main result is a map of the OGD-based innovation process that describes the conditions necessary for OGD to be used for innovation as well as the steps for the effective development of innovations.

Originality: The process described in the paper is a general map that can be used in future research as a basis for investigating OGD-based innovations. The main difference in relation to other innovation processes is related to the particular features of the OGD ecosystem.

Professor (full) in the Management Graduate Program at the PUCRS, Brazil. Holds a Ph.D. from the Federal University of Rio Grande do Sul (2004) and was a visiting researcher at the London School of Economics and Political Science (2016). Heads the Governance and Digital Society Research Group. Is the local coordinator of the ERASMUS+ Research Project Strengthening Governance Capacity for Smart Sustainable Cities. Is a coordinator of CAPES PrInt Research Project World in Movement and CAPES High Studies School on Collaborative Governance for the Digital Government Strategies Sustainability.

Guilherme Costa Wiedenhöft, FURG

Prof. Dr. Guilherme Wiedenhöft is Associate Professor at the Institute of Economics, Administration and Accounting Sciences at Federal University of Rio Grande (FURG) and Visiting Post-doc at the Business School, PUCRS, Brazil. He holds a doctoral degree in Business Administration and a Master's degree in the field of Management Information Systems. His interests include Quantitative and Qualitative Social Research and Information Systems Management on public and private organizations. His research focuses on different kinds of Governance (IT, Collaborative and Digital), Organizational Culture, Organizational Citizenship Behavior and Corruption Dissuasion.
