PUBLIC-PRIVATE PARTNERSHIP FOR MODERNIZING PUBLIC LIGHTING IN CAXIAS DO SUL

This document details a teaching case on the modernization of public lighting in Caxias do Sul, carried out through a Public-Private Partnership (PPP) in 2023. The teaching case was developed following teaching guidelines to provide a practical and in-depth analysis of the challenges and solutions encountered during the process. The introduction presents an overview of the critical situation of public lighting in the city, with demographic and economic data. The context describes the deficient infrastructure in 2019, highlighting the need for modernization to improve public safety and reduce operational costs. The case narrative recounts the events, decisions, and challenges faced, including technical diagnostics, public consultations, and the auction at B3, with fictional dialogues to make the narrative more engaging. It explains the selection criteria for the Luz de Caxias Consortium and the performance expectations, as well as the expected impacts and positive reception by citizens. This case illustrates the complexity and benefits of public-private collaboration in urban service management, emphasizing the importance of transparency and citizen participation in the implementation of efficient and sustainable public policies.
