REFLECTIONS FROM THE METROPOLITAN REGION OF FLORIANÓPOLIS

Abstract

Law No. 10.257/2001 (City Statute) regulated Articles 182 and 183 of the Federal Constitution, consolidating the Master Plan as a central instrument of urban planning in Brazil. This study analyzes the relationship between Tourism and Master Plans in the Metropolitan Region of Florianópolis, composed of nine municipalities, with emphasis on legislation updated between 2023 and 2024. The methodological approach was qualitative, exploratory, and descriptive, based on documentary and bibliographic analysis. From the survey of municipal legislation, six municipalities with updated Master Plans were identified. The analysis focused on the presence of guidelines related to tourism, on the integration of tourism activity into territorial planning and sustainable development policies, as well as on the participation of tourism professionals in the preparation of the documents. The results show that, although tourism appears in the Master Plans, its approach varies from intersectoral proposals to generic and superficial mentions. The absence of tourism specialists in the technical teams, mostly replaced by architects, urban planners, and economists, reveals weaknesses in the formulation of public policies, affecting their effectiveness and sustainable alignment. It is concluded that updated Master Plans have the potential to guide regional tourism development, but require greater technical qualification, recognition of tourism as a strategic axis, and articulation between urban and sectoral policies. It is recommended to strengthen the participation of specialized professionals and oversight mechanisms to ensure a more integrated and effective approach to tourism in territorial planning processes.
