O estado atual e perspetivas de desenvolvimento dos programas de subvenções da Comissão Europeia para a implementação de projetos conjuntos Ucrânia-UE

Este artigo analisa a utilização de programas de subvenções da Comissão Europeia na implementação de projetos conjuntos UE-Ucrânia e identifica outras oportunidades para atrair subvenções da Comissão Europeia para financiar projetos na Ucrânia. Os autores revelam as principais oportunidades para a utilização de subvenções europeias pelo governo e pela comunidade para desenvolver o empreendedorismo na Ucrânia. São demonstrados os objetivos e prioridades dos programas da Comissão Europeia, nomeadamente: Horizonte Europa, Europa Criativa, Erasmus+, Programa Europa Digital, Programa EU4Health, Programa para o Ambiente e Ação Climática, Programa do Mercado Único, Mecanismo Interligar a Europa, Mecanismo de Proteção Civil da União e Programa de Investigação e Formação Euratom. Utilizando os métodos de recolha e processamento de informação, trabalho analítico e o método de fundamentação, os objetivos intermédios da investigação foram alcançados, em particular, foram analisados os principais indicadores de desempenho dos programas da Comissão Europeia para o desenvolvimento de pequenas e médias empresas, representantes de autoridades executivas e autogoverno local, educação e medicina na Ucrânia através da implementação de projetos conjuntos UE-Ucrânia. Foram identificadas as principais razões para a falta de participação ativa de potenciais beneficiários da Ucrânia nos programas da Comissão Europeia, incluindo: falta de entendimento entre os potenciais beneficiários sobre quem, o quê e como podem receber uma subvenção; escassez aguda de gestores de projetos, redatores de propostas e captadores de recursos profissionais; e a obrigação de parcerias. Também foram propostos métodos e mecanismos para superar os principais obstáculos que impedem os representantes dos setores público, privado e sem fins lucrativos de obterem instrumentos de subvenção da Comissão Europeia.
