Este estudo de caso, de perspectiva aplicada e de natureza qualitativa, trata da política habitacional social: o Programa de Arrendamento Residencial [PAR]. Apresentam-se os fatores que fizeram com que os arrendatários originais do Condomínio Residencial Guerreiro, primeiro empreendimento do PAR em Pelotas-RS, permanecessem em seus imóveis. Os resultados revelam que 95% dos entrevistados são mulheres, 70% têm pelo menos um filho menor de idade residindo consigo. A satisfação e permanência no imóvel dos arrendatários justificam-se pela segurança, valor acessível da prestação e bom relacionamento com os vizinhos. Sugere-se que estudos dessa perspectiva e natureza sejam utilizados na avaliação de novas políticas habitacionais.
