An Analysis of the Impacts in Brazil–Argentina–Uruguay

Abstract:
The COVID-19 pandemic triggered significant transformations in cross-border dynamics between Brazil, Argentina, and Uruguay, acting as a turning point for socioeconomic development and regional integration. This article analyzes the impacts of border closure policies (bordering) adopted during the public health crisis and their consequences for border regions, including the increase in informal migration routes and new mobility dynamics. Drawing on a methodology that combines bibliographic and documentary research with fieldwork conducted between 2021 and 2023, the study examines processes of rebordering and debordering, highlighting both the reinforcement of borders as a sanitary measure and the cross-border cooperation initiatives and solidarity networks that emerged to mitigate the effects of the pandemic. From a Political Geography perspective, the article discusses the role of twin cities in strengthening support networks and economic mobility, as well as the challenges and opportunities for regional development in a context of intensified deglobalization driven by the health crisis. The findings underscore the importance of inclusive and coordinated policies for regional integration, migrant social protection, and the strategic role of subnational actors in migration and cross-border governance.
